Best is probably to write some special markup:
Markup('phpversion', 'directives',
'/\\(:phpversion:\\)/e',
"sprintf('Your host is running PHP version %s', phpversion())");

Yes, you can define a function in local/config.php, and then call it:
function MyVersion() {
