If someone doesn't use preformatting at all, then the best thing for them
is to just disable the markup.
This is where my suggestion (to have a feature somewhere that shows all the
markup currently available), comes in handy. Best place I can think of is
in the edit page, on some collapsible window or a replacement for the
QuickReference.
Then authors and admins know exactly what is available and if they don't
need something they can disable it.
As for the editing tools... I like the idea but I don't like the depth of
the tricks one has to code in order for some feature to work on most
platforms. If one really wants a good cross-platform editor, one could be
built in Flash.

That's a good point, and all the admin has to do is to change the number
clearly visible in the markup. Or if it really has to be left to authors, a
directive could be added to set a variable for the markup. Something like:
(:pre length=30:)
or
(:prelength 30:)
