Arghhhhh, another bug.  (Have I mentioned that writing authorization
systems is a royal pain?)

Fixed now in 2.1.beta12, just released.  This also explains why you weren't
able to see the group authorization settings for pages in ?action=attr -- 
PmWiki was treating them as passwords to be encrypted.
