I think just ignoring them is the way to go.

However, maybe it should be possible to add an option for a more 
verbose PmWiki-mode? For instance that some kind of log is appended 
at the end of the page. For this particular case, it could then contain a 
warning about duplicate anchors.

As a total aside. When you have several pages including each other, it'd 
be really convenient if each include statement would output something to 
the log. Just a thought.
