You're correct -- this is a bug introduced by the 
recent page variable changes.  However, the whole structure of
handling PageNotFound is likely to change soon 
(see http://pmwiki.org/wiki/PITS/00556) so I may just leave
it this way rather than patch it and figure out what to do
about it.
