[pmwiki-users] IncludeUrl not working in IE / change object to iframe

Dominic sent me a suggestion to modify the code, so all browsers will
normally use the <object> tag, but IE will automatically use the
<iframe> tag.
I updated the includeurl.php script accordingly.
I still kept the option to specify iframe=true, which will force all
browsers to use <iframe>.
