Use the action page variable and an equal condition, like this:
(:if equal {$Action} "browse":}
(:if !equal {$Action} "browse":}
(:if equal {$Action} "edit":}
(:if !equal {$Action} "edit":}
I do not believe that there is a separate action conditional.
