Hi:  Try replacing
$notify='editor at randgaenge.net';
 with
$NotifyList[] = 'notify=editor at randgaenge.net';

? (just guessing because I don't really know how this stuff works, but
the $NotifyList[] thing works for me, and it's the most obvious
difference between your config and mine.
