Forgive me, but can we back up a bit?

I've added "$EnableRightBar = 1;" to my config.php, but I still see no right
sidebar.  I'm assuming that I need to create the file, but I have no idea what
to call it (complete newbie here).

What file should I make for the right sidebar?
