[pmwiki-users] FASTMembership

I think you need to create a file called members.htpasswd.  It doesn't
need to have any content, just create in notepad or something and save
it.  Be sure to put it in the right location--ie, the pmwiki/local
folder.  Then try it again and see if it doesn't work.
