There are times when there are multiple includes from
the same page -- we don't want to break those.  For
example:

    (:include SomePage#section1:)

    and later

    (:include SomePage#section2:)

Also, the RandomQuote cookbook recipe depends on being
able to do multiple includes from a single page.
