00426: Provide ?action=backlinks as special case of pagelist markup

Description: Provide ?action=backlinks to generate pagelist of backlinks, without using the wikisearch page to show the results, but on the current page. This can be used as an optional action link. At the moment one can employ

 * [[Main.SearchWiki?q=link={$FullName} | Backlinks]]

but a specialised action=backlinks would be better.
